Job Description

The Target Hiring Range for this position is: $130.469-$140,000

The Senate Sergeant at Arms (SAA) is seeking an experienced, mission-driven Senior Program Manager, Leadership & Coaching to lead the design and delivery of leadership development and coaching programs for Senate staff. This is a unique opportunity to shape how leadership is developed and supported across the Senate, ensuring that staff at all levels have the skills, judgment, and confidence to lead effectively in a high-stakes, high-impact environment where decisions and management practices carry national significance and impact.

Serving within the Joint Office of Training and Development, this role offers the opportunity to strengthen the leaders of today while helping prepare the leaders of tomorrow. You will design and deliver learning programs that build leadership and management capacity and support staff as they navigate complex responsibilities and competing demands. Through close collaboration with stakeholders and direct engagement with staff leaders, you will help elevate how leaders communicate, manage teams, and make sound decisions. The ideal candidate brings deep expertise in leadership development and adult learning, paired with a genuine commitment to developing others.

Key Accountabilities/Essential Job Duties
Collaborates with stakeholders across the Senate to perform comprehensive training needs assessments, identifying skill gaps and areas for leadership and management development. Designs, develops, and implements targeted learning programs and instructional materials that support the enhancement of leadership, coaching, and business communication. • Facilitates a variety of learning initiatives, including workshops, seminars, coaching sessions, and train-the-trainer programs to engage diverse employee groups and ensure effective knowledge transfer. Evaluates the effectiveness of training programs through feedback, assessments, and performance metrics, and refines content and delivery methods to optimize learning outcomes. Creates and maintains a dynamic leadership, management, and coaching library of resources. Other duties, as assigned.

JOB SPECIFICATIONS

Required Education
Master’s degree in organizational behavior, leadership, business management, or a related field.

Required Work Experience

A combination of 5 years in managing others, teaching leadership, and/or providing coaching in a management or leadership role.
Required Special Skills/ Knowledge

As part of our hiring process, we may conduct a skills assessment to better understand an applicant’s proficiency in key areas relevant to the role.
Possession of a coaching certification (e.g, ICF, iPEC, CTI, AC) is required.
Knowledge of, or ability to learn, services provided by the Joint Office of Training and Development.
Knowledge of, or ability to learn, departmental rules, regulations, procedures, and functions, including policies and regulations set by the Senate Rules Committee and the Senate Committee on Ethics.
Ability to conduct professional presentations and present training to a variety of students.
Ability to conduct needs analysis to determine training needs.
Ability to develop instructional material and select the most effective instructional method.
Ability to communicate effectively.
Knowledge of curriculum development and/or instructional design.
Knowledge of principles, practices and techniques of training, instruction, and coaching.
Knowledge of adult learning theories.
Ability to effectively interact with staff members representing all levels of the organization, as well as with outside vendors.
Desired Qualifications

Demonstrated success designing and delivering leadership development, management training, or coaching programs that strengthen core leadership capabilities.
Experience developing leaders at all levels, including through one-on-one coaching, skill-building workshops, cohort programs, or other structured learning experiences.
Ability to build, refine, and scale new programs in a complex, dynamic environment with diverse stakeholders.
Strong interest in understanding how Senate offices, committees, and support organizations operate, and in tailoring development support to their distinct needs.
Comfort engaging with senior leaders, staff, and elected officials, with the judgment and discretion required to navigate sensitive or high-stakes situations.
Prior Senate experience is helpful but not required.
Additional graduate-level coursework, certifications, or academic credentials in leadership development, organizational behavior, coaching, adult learning, or related fields are a plus.
